(AP) ? Citing national security risks, President Barack Obama on Friday blocked a Chinese company from owning four wind farm projects in northern Oregon near a Navy base where the U.S. military flies unmanned drones and electronic-warfare planes on training missions.

It was the first time in 22 years that a U.S. president has blocked such a foreign business deal.

Obama's decision was likely to be another irritant in the increasingly tense economic relationship between the U.S. and China. It also comes against an election-year backdrop of intense criticism from Republican presidential challenger Mitt Romney, who accuses Obama of not being tough enough with China.

In his decision, Obama ordered Ralls Corp., a company owned by Chinese nationals, to divest its interest in the wind farms it purchased earlier this year near the Naval Weapons Systems Training Facility in Boardman, Ore.

The case reached the president's desk after the Committee on Foreign Investments in the United States, known as CFIUS, determined there was no way to address the national security risks posed by the Chinese company's purchases. Only the president has final authority to prohibit a transaction.

The administration would not say what risks the wind farm purchases presented. The Treasury Department said CFIUS made its recommendation to Obama after receiving an analysis of the potential threats from the Office of the Director of National Intelligence.

Morrow County planner, Carla McLane, said the projects had won county approval and construction was under way until CFIUS issued an order in July that halted construction. She said she does not know what the security concerns were.

Each of the four projects consists of five turbines, each with a two-megawatt capacity, for a total of 10 megawatts per project, or a total of 40 for the four. As the crow flies, McLane said, the projects are about 10 miles from the bombing range ? as it's known locally.

The military has acknowledged that it used the Oregon Naval facility to test unmanned drones and the EA-18G "Growler." The electronic warfare aircraft accompanies U.S. fighter bombers on missions and protectively jams enemy radar, destroying them with missiles along the way.

At the Oregon site, the planes fly as low as 200 feet and nearly 300 miles per hour.

The last time a president used the law to block a transaction was 1990, when President George H.W. Bush voided the sale of Mamco Manufacturing to a Chinese agency.

In 2006, President George W. Bush approved a CFIUS case involving the merger of Alcatel and Lucent Technologies.

The Treasury Department said in a statement that Obama's decision is specific to this transaction and does not set a precedent for other foreign direct investment in the U.S. by China or any other country.

China's trade advantage over the U.S. has emerged as a key issue in the final weeks of the presidential campaign. Romney accuses Obama of failing to stand up to Beijing, while the president criticizes the GOP nominee for investing part of his personal fortune in China and outsourcing jobs there while he ran the private equity firm Bain Capital.

Both campaigns are running ads on China in battleground states, especially Ohio, where workers in the manufacturing industry have been hard-hit by outsourcing.

Obama, in an interview Wednesday with The Plain Dealer of Cleveland, said the U.S. must push hard against Beijing but "not go out of our way to embarrass" China.

"We're not interested in triggering an all-out trade war that would damage both economies," Obama said.

The president has the power to void foreign transactions under the Defense Production Act. It authorizes the president to suspend or prohibit certain acquisitions of U.S. businesses if there is credible evidence that the foreign purchaser might take action that threatens to impair national security.

CFIUS is chaired by the treasury secretary. The secretaries of state, defense, commerce, energy and homeland security are also on the committee. The director of national intelligence is a non-voting member.

Earlier this month, Ralls sued the national security panel, alleging CFIUS exceeded its authority when it ordered the company to cease operations and withdraw from the wind-farm developments it bought. Ralls asked for a restraining order and a preliminary injunction to allow construction at the wind farms to continue. The firm said it would lose the chance for a $25 million investment tax if the farms were not operable by Dec. 31.

In a statement Friday, Tim Kia, a lawyer for Ralls, said the project posed no national security threat and said "the President's order is without justification, as scores of other wind turbines already operate in the area."

Ralls dropped its request for a preliminary injunction this week after CFIUS allowed the firm to resume some pre-construction work. With the lawsuit, continuing, the firm's lawyers were expected to react quickly to the administration decision, said a person familiar with the lawsuit who insisted on anonymity because of the sensitive legal repercussions.

Ralls' legal team includes Paul Clement and Viet Dinh, two top law veterans of President George W. Bush's administration. Both men were key players in Bush's aggressive national security operation.

Clement, who was solicitor-general and argued administration positions before the Supreme Court, has since opposed the Obama administration's health care plan and defended the Defense of Marriage Act before the top court.

Dinh, a former assistant attorney general who was the main architect of the Bush administration's anti-terror USA Patriot Act, has lately served as a director and legal adviser to Rupert Murdoch's News Corporation.

A second Chinese firm stymied by CFIUS urged U.S. authorizes this week to investigate their firm to quell fears of ties to China's military. Huawei Technologies Ltd. announced in early September that it would unwind its purchase of U.S.-based computer firm 3Leaf Systems after the deal was rejected by CFIUS.

Huawei, one of the world's largest producers of computer network switching gear, has repeatedly struggled to convince U.S. authorities that they can be trusted to oversee sensitive technology sometimes used in national security work. In 2008, CFIUS concerns led Huawei and private equity firm Bain Capital to abandon an $2.2 billion deal to buy a firm that produces anti-hacking software for the U.S. military

(AP) ? Lil Wayne is not only making rap history, he's making rock 'n roll history: the rapper has surpassed Elvis Presley as the leading male with the most entries on Billboard's Hot 100 chart.

Lil Wayne now has 109 songs on that chart with Thursday's debut of Game's song "Celebration," where he is a guest alongside Chris Brown, Tyga and Wiz Khalifa. Of his 109 charted songs, only 42 are led by Lil Wayne; 67 are songs where he is the featured act.

Thursday is the rapper's 30th birthday.

Presley totaled 108 songs on the Hot 100 since it launched in 1958. Presley's career kicked off before that and several of his songs ? like "Heartbreak Hotel" ? could not be included in his total number.

The "Glee" cast has the most Hot 100 entries with 204.

(AP) ? Toyota Motor Corp. is boosting its green vehicle lineup, with plans for 21 new hybrids in the next three years, a new electric car later this year and a fuel cell vehicle by 2015 in response to growing demand for fuel efficient and environmentally friendly driving.

Toyota said Monday it will offer an electric compact called eQ, based on its iQ model, in Japan and the U.S. in December though the number of the vehicles made will be extremely limited ? about 100 for special fleet use, according to the company. The car, which will be called the iQ EV in the U.S, isl pricey at 3.6 million yen ($45,000) and has a limited cruise range of 100 kilometers (62 miles).

In the U.S., an electric version of the Rav-4 sport utility model, which Toyota worked on with U.S. electric vehicle maker Tesla Motors, goes on sale this month.

The fuel cell vehicle, which runs on hydrogen to produce electricity, will be offered from 2015. Details for that model were not released.

Like other Japanese automakers, Toyota is gearing up for expansion after getting battered the last few years by the financial crisis and disasters in northeastern Japan and Thailand that disrupted production.

The manufacturer is also counting on its reputation for green technology that it has built with its hit Prius, the world's leading gas-electric hybrid, to woo buyers and fix its brand battered by the massive recall scandal in the U.S. a few years ago.

But rivals are working on green offerings, too, such as Nissan Motor Co. focusing on its Leaf electric car. Another challenge is that customers in emerging markets, which are driving growth in demand for autos, are still not as interested in hybrids and other fancy ? and expensive ? technology.

Takeshi Uchiyamada, the executive overseeing technology and new model development at Toyota, said the long-term potential for fuel cells was great, compared to electric cars, because of greater cruise range and shorter charging time. He said tens of thousands of fuel cell vehicles were likely to get sold in the 2020s.

A good compromise at the moment is the plug-in hybrid, which works as an electric vehicle until the battery runs down, and then switches to its hybrid motor, so there's less chance of being stranded than with a standard electric car. Toyota has sold 15,600 of its plug-in vehicle since launching it earlier this year.

Uchiyamada said the positive reception for new technology, such as the hybrid, surprised Toyota, underlining the deep interest the public has in reducing emissions and protecting the environment.

Although annual hybrid sales were tiny when the Prius first went on sale in 1997, such sales have grown to more than one million a year worldwide, comprising 10 percent of Toyota's global sales.

In Japan, where green subsidies have been a big plus in recent years, hybrids make up nearly half Toyota's sales, Uchiyamada, the engineer known as "the father of the Prius," said.

"The public's consciousness is a lot higher than we ever imagined," he said.

Orphanides, who was a member of the ECB Governing Council until May, said critics of unified deposit insurance - notably Germany - were harming the 17-nation region by allowing marked differences in bank interest rates and the safety of customer deposits from country to country.

The European Commission unveiled sweeping plans for the ECB to supervise all euro zone banks last week as a first step toward a banking union, though Germany immediately raised objections that the proposals risked overstretching the ECB.

"I think it's essential that minds are changed in this direction otherwise I believe we risk the disintegration of the euro area," Orphanides said on the sidelines of a Group of 20 seminar in Mexico City.

"Those governments that believe that we can have a system that penalizes banks in some states and subsidizes banks in another states are harming the euro area in a very significant way."

Euro zone finance ministers meeting in Cyprus last weekend failed to agree on the framework for banking union, with Germany and others concerned that deposit guarantees will put them on the hook for banks in Greece or Spain by using deposits in their local banks to fund rescues in other countries.

While at the ECB, Orphanides advocated ultra-low interest rates at the height of the financial crisis and was a key architect of its original bond purchase program, which has been revived in a different format.

Now a professor at the Massachusetts Institute of Technology, the former Cyprus governor said the ECB's move to link future bond purchases to reforms gave better incentives to politicians to push ahead with much-needed changes.

"The actions of the ECB have had the effect of buying some additional time for the governments and it is the governments that need to step in and take the bold, necessary, political decisions in order to restore stability," Orphanides said.

He also urged emerging market economies to allow their currencies to appreciate to help rebalance the global economy, something countries such as Brazil have vowed to resist if extra stimulus in Europe, Japan and the United States puts pressure on local exchange rates.

"We cannot keep postponing ... the adjustment in exchange rates that needs to take place," he said.

(AP) ? Democrats say Mitt Romney manipulated his deductions to keep his overall 2011 federal income tax rate below a certain level for political purposes. The Republican presidential nominee is certain to face new questions about his finances.

Romney and his wife, Ann, donated roughly $4 million to charities last year, but they only claimed a deduction of $2.25 million on their tax return, filed with the Internal Revenue Service on Friday.

Romney made $13.7 million last year and paid $1.94 million in federal income taxes, giving him an effective tax rate of 14.1 percent. That was a bit above the 13.9 percent rate paid on 2010 income.

More precisely, the returns showed that the couple paid $1,935,708 in taxes on income of $13,696,951.

Democrats quickly leaped on the documents, saying Romney had claimed fewer deductions than he was entitled to just to keep his rate at such a level. Romney told reporters in August he had never paid below 13 percent in taxes in any given year over the past 20. Had he taken the full charitable deduction, it would have pushed his tax liability below 13 percent.

"The information released today reveals that Mitt Romney manipulated one of the only two years of tax returns he's seen fit to show the American people - and then only to 'conform' with his public statements. That raises the question: What else in those returns has Romney manipulated?" said Senate Majority Leader Harry Reid, D-Nev.

Stephanie Cutter, deputy campaign manager for President Barack Obama, said the release of Romney's 2011 tax returns "confirms what we already knew - that people like Mitt Romney pay a lower tax rate than many middle-class families because of a set of complex loopholes and tax shelters only available to those at the top. Yet, Mitt Romney still wants to give multimillionaires an additional $250,000 tax cut at the expense of middle-class taxpayers who will see their taxes go up."

Romney, one of the wealthiest candidates ever to seek the presidency, paid taxes at a rate lower than taxpayers whose income was mostly from wages, which can be taxed at higher rates.

Romney's taxes have emerged as a key issue during the 2012 presidential race. He released his 2010 returns in January, but he continues to decline to disclose returns from previous years ? including those while he worked at Bain Capital, the private equity firm he co-founded.

The Obama campaign and other Democrats have pushed for fuller disclosures, reminding the Republican candidate that his father, George Romney, released a dozen years of returns when he ran for president.

Overall, the Romneys' main tax return and separate forms for blind trusts totaled more than 800 pages. The blind-trust income came from hedge funds and other complex investment vehicles. The couple also reported $3.5 million in income "from sources outside the United States," citing "various countries." Their forms included filings on holdings in Switzerland, Ireland, Germany and the Cayman Islands.

The Obama campaign accused Romney anew of profiting from millions invested overseas and "loopholes and tax shelters only available to those at the top."

Apparently hoping to resolve basic questions voters might have, the Romney campaign released a letter from his accountants saying that in the 20 years prior to 2010 the Romneys paid an average annual effective rate of 20.2 percent, never lower than 13.66 percent. On average, middle-income families ? those making from $50,000 to $75,000 a year ? pay 12.8 percent of their income in federal taxes, according to Congress' Joint Committee on Taxation. But many pay a higher rate.

The former Massachusetts governor, whose wealth is estimated as high as $250 million, is aggressively competing with Obama for the support of middle-class voters.

Obama's own tax return for last year showed that he and his wife, Michelle, paid $162,074 in federal taxes on $789,674 in adjusted gross income, an effective tax rate of 20.5 percent. Their income plunged from $1.7 million in 2010, with declining sales of the president's books. In 2009, the Obamas reported income of $5.5 million, fueled by the best-selling books.

The Romneys' tax bill could have been lower. They gave $2.6 million in cash to the Church of Jesus Christ of Latter-day Saints, the documents show. They gave just over $2 million in non-cash charitable contributions ? including donations of stock holdings in Domino's Pizza, Dunkin Donuts and Warner Chilcott ? to a family trust.

They could have claimed more in deductions, said Brad Malt, the trustee of Romney's blind trust, but the couple "limited their deductions of charitable contributions to conform to the governor's statement in August, based on the January estimate of income, that he paid at least 13 percent in income taxes in each of the last 10 years."

Romney seemed to be painted into a corner by that statement, which came in reaction to Senate Democratic leader Reid's claim to have heard that the Republican had paid no taxes in some years.

Romney will surely be reminded by the Democrats that he also said in August, defending his right to pay no more taxes than he owed: "I don't pay more than are legally due, and frankly if I had paid more than are legally due I don't think I'd be qualified to become president."

The decision of Romney's trustee to limit his use of charitable deductions in 2011 in order to keep to the candidate's claim that he paid no less than 13 percent taxes in any year over the last decade raised the eyebrows of several tax law experts. They noted that the trustee's use of numerous tax strategies gives Romney the rare ability to loosen or limit his tax payments at will.

"It's interesting he didn't take the full charitable deduction," said Victor Fleischer, a University of Colorado law professor who has testified before Congress urging tightened oversight of private equity firms. "You're in a pretty lucky position when you can pay more tax" to get up to a 13 percent rate. Fleischer and several others said it was doubtful Romney could later take any unclaimed deductions in future years.

He appears to be physically qualified by any measure.

The campaign released a separate report Friday ? by Romney's longtime physician, Dr. Randall Gaz of Massachusetts General Hospital ? that said he is healthy and ready to meet the rigorous demands of the presidency.

The report said Romney's heart appears healthy, and he takes a baby aspirin and medicine to treat high cholesterol to help keep it that way. He doesn't smoke or drink. And his resting heart rate is a low 40 beats per minute, in the range of well-trained athletes and reminiscent of President George W. Bush, who also had a low resting rate.

Romney is 6 feet 1? inches tall and weighs 184 pounds.

As for his taxes, the Romneys had obtained a filing extension beyond the usual April 15 tax deadline.

Most of their income is from investments held in a blind trust, and campaign aides have stressed that he makes no decisions on how his money is invested. Capital gains and dividend interest is now generally taxed at 15 percent whereas the top marginal rate for income from wages is 35 percent.

The Romneys reported $6.8 million in capital gains, such as from the sale of stocks and other securities, and $6.37 million from dividends and taxable interest.

Romney's vast fortune and his long association with Bain Capital have been much discussed this year.

Several tax law experts said Friday that his newly released tax returns would not be much help in resolving critics' questions about his sprawling finances ? whether he used aggressive tax-deferral strategies, what might be the specifics and tax advantages of his numerous offshore investments, what was the source of his massive retirement account and what are the details behind his now-closed $3 million Swiss bank account.

Analysts said details about his investments could emerge only if Romney provided far more of his tax returns ? including files dating back to his years at Bain, the private firm he left in 2001. Romney, who initially refused to disclose any tax returns, has drawn the line at providing those from the past two years.

"All the important compliance and policy questions relating to Romney's personal tax matters relate to the past," said Edward D. Kleinbard, a law professor at the University of Southern California and former chief of staff of Congress' Joint Committee on Taxation. "The issue has never been Romney's 2011 tax return ? in fact, it is a distraction to the real issues."

Only multiple returns would provide details about Romney's $100 million retirement account and how it grew, Kleinbard said. He also said earlier returns would be crucial in knowing how often he paid gift tax on family trusts.

Joseph Bankman, a Stanford University law school professor and expert on tax law, said, "It's the Bain years we'd really need to know to have a full assessment of his tax strategies." Bankman said that the 2010 and 2011 returns "only raised these questions, but they can't provide real answers."

The Romneys applied a $1.5 million tax refund to their 2012 estimated tax payments.

The couple reported $190,350 in book royalties and speaking fees. And Romney also reported $260,390 in income last year from serving on various boards of directors.

The Republican vice presidential nominee, Rep. Paul Ryan of Wisconsin, and his wife, Janna, whose returns were also released Friday by the Romney campaign, paid $64,764 in taxes on $323,416 of adjusted gross income in 2011, for an effective rate of 20 percent.

Just over half of their income came from Ryan's congressional salary. Other income flowed from rental real estate and other investments, including a trust inherited by Janna Ryan. They donated $12,991 to charity, including to the Boy Scouts of America

Israelis fear their prime minister meddling in U.S. politics

JERUSALEM (AP) ? It is a taboo for Israeli leaders to give even the slightest hint of favoritism in politics in the United States, Israel's closest ally. So some Israelis are squirming over a perception that their prime minister is siding with Republican Mitt Romney in the U.S. presidential race, in the belief he will take a harder line on archenemy Iran if elected.

With President Barack Obama holding a narrow lead in opinion polls, Benjamin Netanyahu's perceived strategy looks risky to Israelis who fear their alliance with the U.S. could be in trouble if the incumbent wins.

"If our prime minister doesn't get along with their leader, it will hurt our relations," said Shai Hugi, 20, a car rental clerk in Jerusalem. "The United States is Israel's best ally, and it's always good that you have a strong friend behind you."

Netanyahu, convinced that Iran is close to developing nuclear weapons, says Tehran must be stopped. Claiming international diplomatic efforts and economic sanctions have failed, Netanyahu says the threat of force must be seriously considered. He has urged Obama to declare "red lines" that would trigger an American attack on Iran's nuclear facilities, coupling his appeals with veiled threats of a unilateral Israeli attack on Iran.

Obama has rejected these calls, saying diplomacy and U.S.-led sanctions must be given more time and that Iran will never be allowed to obtain nuclear weapons. At the same time, American officials have pressed Israel not to attack unilaterally, a move that could set off regional mayhem just ahead of the November election.

Netanyahu has not backed down. In a message directed at the White House, he recently said: "Those in the international community who refuse to put red lines before Iran don't have a moral right to place a red light before Israel."

Israeli leaders have relied on broad bipartisan support in the U.S. for decades, but Netanyahu has had a rocky relationship with Obama, underscored by public differences over Iran. These agreements, coupled with his longstanding friendship with Romney, have created a perception that Netanyahu backs the Republicans.

"Whether or not it is true that he is actively taking sides . I don't know," said Alon Pinkas, Israel's former consul-general in New York. "But the pattern of behavior clearly suggests this perception is founded in reality."

Eytan Gilboa, an expert on U.S.-Israeli relations at Israel's Bar-Ilan University, said Obama, if re-elected, may seek payback from the Israelis by pressuring Netanyahu to make new concessions to the Palestinians to overcome a deadlock seen as a key failure of the U.S. administration.

Gilboa also said support for Israel is increasingly being seen as a Republican, not bipartisan, issue in America. Recent polls have shown that Republican support for Israel is significantly higher than Democratic support, a reversal from 10 or 15 years ago.

In interviews on American television this week, the Israeli leader vociferously denied he is meddling in Obama's reelection campaign and said he appreciated the importance of American support.

"God, I'm not going to be drawn into the American election," Netanyahu told NBC television. "What's guiding my statements is not the American political calendar, but the Iranian nuclear calendar."

Ari Shavit, a columnist for Israel's liberal Haaretz daily, accused Netanyahu of misreading the American political climate.

"Netanyahu not only argued with Obama, but turned himself into the declared enemy of many of Israel's friends in the United States. He pushed himself into America's extremist right corner - he pushed all of us into it," he wrote.

Obama aides have sought to portray relations with Netanyahu as unshaken. But privately, American officials have grumbled about a perception that Netanyahu is telling Obama what to do.

When Netanyahu travels to New York this week, he likely won't even see Obama. The U.S. president turned down a request for a meeting, citing scheduling issues. A subsequent phone conversation appears to have done little to ease tensions.

Differences between the men run deep.

Soon after Obama and Netanyahu both took office in early 2009, they clashed over Israeli settlements in the West Bank. Under American pressure, Netanyahu reluctantly agreed to slow down settlement construction for nine months in order to restart peace talks with the Palestinians. When the moratorium expired, Netanyahu refused Obama's appeals to extend it, and a fresh round of peace talks quickly collapsed.

In one tense encounter between the two, a frustrated Obama walked out of a White House meeting to eat dinner with his family. In another, Netanyahu appeared to lecture Obama on the pitfalls of peacemaking as they sat in front of reporters in the Oval Office. During that same trip to Washington, Netanyahu was warmly welcomed in a speech to a joint session of Congress, sending a message that the Israeli leader maintained strong support on Capitol Hill.

The U.S.-educated Netanyahu thinks like a Republican on many key issues, whether it be his support for free-market capitalism and disdain for big government, or his security-first approach to foreign policy. Obama's first major foreign policy act, reaching out to the Muslim world in a landmark speech in Cairo while failing to visit neighboring Israel, is still seen as an insult by many Israelis.

Netanyahu's inner circle includes Ron Dermer, a former Republican activist in the U.S., and Sheldon Adelson, the American casino billionaire who has contributed tens of millions of dollars to the Republicans.

Netanyahu's friendship with Romney goes back to the 1970s, when they worked together at a Boston investment firm. During the campaign, Romney has accused Obama of throwing Israel "under the bus." And in comments to a closed fundraiser that were captured on videotape, Romney sounded as if he had received many of his talking points directly from Netanyahu as he listed reasons why peace between Israel and the Palestinians isn't possible.

Few believe any damage in relations is irreversible, and?officials in both countries say defense ties remain close. Pinkas, the former Israeli diplomat, said the Iranian nuclear program is so critical that the countries will find a way to work together. He suggested that Netanyahu move quickly in the coming months to repair his relationship with Obama, either through a face-to-face meeting or quiet "back channel" discussions.

Netanyahu is required to call new elections in the next year or so. Many analysts believe he will do so much sooner, perhaps by the end of the year. Standing strong in the face of American pressure would play well to his hardline Likud Party.

"Bibi is doing what he should be doing," said Jerusalem bike shop owner Yitzchak Weiss, 66, referring to Netanyahu by his nickname. "I don't think (Obama) will throw us into the sea. America is our strongest ally. He can never erase that."

The radio in Weiss' bike shop was tuned to a local Jerusalem station. As he spoke, a broadcaster announced: "Mitt Romney ? let's hope he wins."

Anti-Europe party wants EU vote guarantee "in blood"

BIRMINGHAM, England (Reuters) - The leader of an anti-European Union party that could have an impact on the next election said it could do a deal with the Conservatives or another party if it were guaranteed "in blood" a referendum on EU membership.

The small UK Independence Party (UKIP) has been rising in popularity, capitalising on the economic crisis in Europe and attracting eurosceptic voters from Prime Minister David Cameron's Conservatives.

Its leader, Nigel Farage, has used fiery anti-EU rhetoric to galvanise his supporters, in one case telling the European Council president that he had the "charisma of a damp rag and the appearance of a low-grade bank clerk".

Commentators say UKIP could benefit from Britain's prolonged economic gloom, which the government blames on the euro zone debt crisis, and could further eat into support for the Conservatives, which has many eurosceptic members.

By contrast, any pact with the Conservatives ahead of the 2015 election might avert the risk for Cameron of a split in the right-wing vote and help him secure closely-fought seats.

"The only way we would even consider a negotiation of any kind at all would be if first an absolute promise was made to give this country a full, free and fair referendum so that we can decide whether we remain members of the EU or not," Farage told a UKIP conference in Birmingham on Friday.

"I don't think a cast-iron guarantee would satisfy UKIP, I think at a minimum it would have to be written in blood," he said to loud applause by hundreds of delegates.

Farage denied media speculation that he had offered a deal and said any talk of a possible pact had come from the Conservatives, who he said were anticipating a breakup of their coalition with the Lib Dems. But he left the door open.

"If an opportunity came which meant that we could get this country closer to walking through a door marked 'UK independence,' if we had the opportunity to do something that was in our national interest, we would be silly not to at least consider it," he said.

UKIP wants Britain to leave the 27-nation EU, which it sees as an ineffective organisation of mostly unelected bureaucrats. Britain has been an EU member since 1973.

REVIEW OF EU RELATIONSHIP

Cameron has resisted calls, including from right-wingers in his own party, to hold an in/out referendum. But, keen to avoid the party strife over Europe that sank the careers of Margaret Thatcher and John Major, Cameron has pledged a review of the UK's relationship with Europe and a referendum in the future.

Paradoxically, the UKIP has had some of its biggest electoral successes in the European Parliament, where it currently has 12 members, including Farage.

A dapper former commodities trader who once survived a plane crash, Farage is an able public speaker who is seeking to move his party from protest-vote movement to major player in right-wing British politics.

The party recorded its best-ever local election results in May and recent polls have shown its national support on the rise - at around 10 percent compared to the last general election, when it won 3 percent of the vote but failed to elect a single MP.

Farage makes no secret of his ambitions, saying he wants to win European Parliament elections held in 2014.

"That would change the game," said a party spokesman.

He said a deal with the Conservatives or another major party might mean that UKIP candidates stand down in some races and Conservatives in others, clearing the way for UKIP to break into parliament. But, the spokesman stressed, not such detail had been considered.

The three-day conference in Birmingham was designed to show UKIP is more than a single-issue party, with speakers talking about immigration and environmental policies. Guests included Timo Soini, who led the nationalist True Finns party to a surprising 19 percent of the vote in 2011 elections.

Farage took aim at European Commission President Jose Manuel Barroso and his call for the EU to be turned into a federation of nation states. "They're not pretending anymore," Farage said. "Mr Barroso ... used the F-word, it's out of the bag: it is going to be a federal Europe."

A referendum would be inevitable, Farage said.

But the possibility of an electoral pact with the Conservatives is not without danger for the UKIP. It could risk alienating the UKIP base, as happened to Deputy Prime Minister Nick Clegg's Lib Dems, who are now denounced by some leftists who accuse the party of betraying its values for power.

Pitt study examines effects of visual, auditory, and tactile cues on human gait

Walking to a beat could be useful for patients needing rehabilitation, according to a University of Pittsburgh study. The findings, highlighted in the August issue of PLOS One, demonstrate that researchers should further investigate the potential of auditory, visual, and tactile cues in the rehabilitation of patients suffering from illnesses like Parkinson's Diseasea brain disorder leading to shaking (tremors) and difficulty walking.

Together with a team of collaborators from abroad, Ervin Sejdic, an assistant professor of engineering in Pitt's Swanson School of Engineering, studied the effects of various metronomic stimuli (a mechanically produced beat) on fifteen healthy adults, ages 18 to 30. Walkers participated in two sessions consisting of five 15-minute trials in which the participants walked with different cues.

In the first, participants walked at their preferred walking speed. Then, in subsequent trials, participants were asked to walk to a metronomic beat, produced by way of visuals, sound, or touch. Finally, participants were asked to walk with all three cues simultaneously, the pace of which was set to that of the first trial.

"We found that the auditory cue had the greatest influence on human gait, while the visual cues had no significant effect whatsoever," said Sejdic. "This finding could be particularly helpful for patients with Parkinson's Disease, for example, as auditory cues work very well in their rehabilitation."

Sejdic said that with illnesses like Parkinson's Disease, a big question is whether researchers can better understand the changes that come with this deterioration. Through their study, the Pitt team feels that visual cues could be considered as an alternative modality in rehabilitation and should be further explored in the laboratory.

"Oftentimes, a patient with Parkinson's Disease comes in for an exam, completes a gait assessment in the laboratory, and everything is great," said Sejdic. "But then, the person leaves and falls down. Why? Because a laboratory is a strictly controlled environment. It's flat, has few obstacles, and there aren't any cues (like sound) around us. When we're walking around our neighborhoods, however, there are sidewalks, as well as streetlights and people honking car horns: you have to process all of this information together. We are trying to create that real-life space in the laboratory."

In the future, Sejdic and his team would like to conduct similar walking trials with patients with Parkinson's Disease, to observe whether their gait is more or less stable.

"Can we see the same trends that we observed in healthy people?" he said. "And, if we observe the same trends, then that would have direct connotations to rehabilitation processes."

Additionally, his team plans to explore the impact of music on runners and walkers.

I have one more question. As far as skills goes, are the girls proficient in weapons or any of the 'mob' activity? I ask only because of that image on the intro. I would think that even though Antonio wants the best protection for his 'little girls' he would still want them to know how to defend themselves too. My char in particular, if she's the tomboy, she's not going to want to be a 'damsel-in-distress' type.
